Do away with the notion that it has to get worse before it gets better. The ugly incidents in the Central African Republic (CAR) defies the adage and makes the African continent like a floating, uncontrolled rig on uncharted waters.

Like a seasoned cop would askwho is responsible, the answer here would not be clear cut.  In the Central African Republic situation, the answer would waver as all sides remain culpable, built from successive abuses over the years, swept under the carpet by successive brutal governments which never felt that one sparrow does not make a summer.
